"To speak up" can also mean simply to say something.
For example, "If you want to go home, speak up" means "If you want to go home, tell me." It doesn't mean to talk louder. It just means to tell me or to let me know.
這個片語也可以單純的表示「說出來」。
例如：「你想回家的話，要說」也就是「如果你想回家，告訴我一聲」。這不意謂要你講大聲一點，而只是要你告訴我或讓我知道。
